Roster Command may read governed sports evidence for private decision support. It is a downstream consumer: nothing it computes can write into a public sports repository, source, model, ranking, projection, or publication gate.

Why it appears here at all

SIGNAL states only that the system is private, protected, downstream, and unable to feed back into public sports truth. It publishes no private records, calculations, policy, host details, screenshots, or operational state.
